See, I just find Odin's claims re: Loki and his intentions really hard to believe, because...he says he wanted to create true peace between Asgard and Jotunheim through Loki, but it is really unclear to me how he thought this would be possible if LITERALLY NO ONE KNOWS THAT LOKI IS A JOTUN. Loki doesn't know. The whole of Asgard doesn't know. Thor doesn't know. None of the Jotnar know. Laufey probably thinks his son is dead. Everyone in Asgard, INCLUDING LOKI, thinks (and is still being raised to think) that the Jotnar are inhuman monsters. Jotunheim is decimated, its lifeblood (in the form of the Casket) sitting in a vault in Asgard like a common war trophy, and the "peace" between Asgard and Jotunheim at the beginning of the film seems to be more a case of the Jotnar just despairing and giving up in the face of a much greater force.
tl;dr: I just cannot figure out how Odin thought that raising a Jotun baby unaware of his true heritage and teaching him to hate himself was somehow going to bring about lasting peace. Almost the only thing I can think of is that maybe he intended to set Loki up as a puppet ruler of Jotunheim at some point in the future, which is squicky on so many levels.
